Thomas S. Neuberger

Tom was born and raised in Wilmington, Delaware.  He founded Thomas S. Neuberger, P.A. in May of 1981 after practicing as a partner in a medium sized Wilmington law firm. In 2003, after Steve joined the practice, The Neuberger Firm, P.A. was born.

He has extensive experience representing clients in civil trials and appeals. As a result of his expertise in the First and Fourteenth Amendments to the Constitution, he was twice honored by being asked to testify before committees of the U.S. Congress.

He has lectured other lawyers and students on areas of federal court practice and procedure, litigation tactics, the First Amendment of the U.S. Constitution and recent case developments.

Stephen J. Neuberger

Steve was born and raised in Wilmington, Delaware. He joined forces with Tom in 2003 and eventually earned firm Directorship thereafter. Steve has embraced Tom’s philosophies and has developed a broad base of experience in constitutional law. .

He is the firm expert on the Bill of Rights and the U.S. Constitution, the author of all of its legal briefs on complex issues of constitutional and civil rights law and takes the lead in responding to all legal arguments by government and other wrongdoers as they seek to dodge responsibility when their actions are challenged in court by the Firm.
